History of the department
The Department of Programming and Information Systems was formed in 2010 on the basis of the Department of Software and Information Technologies of KBTUT. Since 2014, it’s became part of the Faculty of Informatics and Energy of PITTU named after academician M.S.Oshimi.
The department has carried out a number of research projects, achieving significant results in the direction of the transition to the digital economy, computer linguistics, the use of information and communication technologies in various spheres of society, including the automation of the educational process in universities, etc.
In particular, scientific achievements were obtained under the leadership of Academician of the National Academy of Sciences of the Republic of Tajikistan, Doctor of Physical and Mathematical Sciences, Professor Usmonov Z.J. His students were the first to analyze the optimal arrangement of letters of the Tajik language on the keyboard, participated in the introduction of the Tajik language into the Windows operating system, together with the global company MicroSoft, developed a software package for automatic spell checking of the Tajik language, a thesaurus and line-by-line text transfer for the MS Office program. In addition, programs for synthesis and voice recognition, automatic text translation, and author recognition from text have been developed. For significant results in the development of computer linguistics in 2017, Ph.D. Soliev O.M. and Ph.D. Khudoiberdiev H.A. received an award from the Academy of Sciences of the Republic of Tajikistan named after Academician S. Umarov in the field of science and technology.
The results of scientific research by the department’s employees are widely used in production and everyday life, for example, systems for accepting payments through self-service terminals (Express Pay), automated systems for public utilities and non-cash payment, payment in Dushanbe passenger transport, etc. In these areas, it has been defended over the past 10 years 4 candidate dissertations, 10 monographs and more than 200 scientific articles published in international and national publications. More than 40 scientific certificates received.
Scientific results were discussed at international conferences “Applied Information Systems: Problems of Modeling, Processing and Use in Developing Countries” (2012, 2017, 2022).
Activities of the department
The Department of Programming and Information Systems is one of the main components of the educational and scientific structure of the Khujand Polytechnic Institute of the Technical University of Tajikistan named after academician M.S. Osimi (KhPITTU) in training specialists in the specialty:
– 1-400101 – “Information technology software” (bachelor’s degree);
– 1-450101 – “Multichannel telecommunication systems” (bachelor’s degree);
– 6D070400 – “Computer technology and software” (doctoral studies in the specialty, PhD).
In addition, the department runs a short-term course “Information Technologies”.
Main directions of scientific research:
– Development of software to automate the use of the Tajik language.
– Methods for processing a digital portrait of the Tajik language.
– Mathematical model of statistics of the Tajik language.
– Computer model of text transliteration from Tajik Cyrillic to Russian Cyrillic and English Latin.
– Logical structure of the speech corpus of the Tajik language.
– Algorithms for analyzing grammatical errors in the Tajik language.
– Corpus of the Tajik language based on the texts of children’s classical works.
– Methods, computer design and modules of computer programs for machine translation from the Tajik language.
– Development of information systems to promote workflow in various areas:
- educational process in universities;
- electronic school of Tajikistan;
- digital library;
- health and medicine;
- jurisprudence;
- 1c accounting.

A graduate of this specialty can work in the following areas: development and implementation of systems and information technologies, automation of work processes in budgetary and commercial organizations; ensuring the work of IT departments, administration and management of information systems; development and analysis of an information system project; organization of support systems, development of Web applications, data sources, adaptation of software for information systems and computer networks; information processing and management; preparation and administration of computer software and hardware.
1-450101 – Multichannel telecommunication systems
A graduate of the specialty can work in the following areas: technical use of multi-channel telecommunication systems and communication networks; ensuring the operation of communication departments, managing communication systems, developing and analyzing communication networks; analysis of requirements for communication systems, computer systems and networks; repair of telecommunication equipment and communication networks.

6D070400 – Computer technology and software
Specialty formula. Computer science and software is a specialty that includes the research and development of scientific laws using algorithmic, structural, logical and technical tools for managing computing technologies. The problems solved in this specialty are based on the organization of algorithmic processing, logic, and organization of information security. In addition, issues of managing computing equipment using various types of software are considered. The important significance of the specialty for the national economy is the creation and updating of the theoretical and technical foundations of computer hardware, software and their collections, which have a high level of effective indicators, as well as the development of scientific and technical processes in various areas of society.
Areas of research: computer systems processing and artificial process modeling; development of methods and algorithms for problem solving, structure analysis, improvement, management, decision selection and data processing; processing software for decision selection and automatic information processing; development of models, methods, algorithms and software for creating multimedia connections in the work environment between man and machine; management and organization of information security.
